1. History
The Institute of Science and Military Arts is an agency under the National Defense Academy (formerly known as the Military Science Research Department) established under Decision No. 164/QP-TM dated June 25, 1976 of Chief of the General Staff, Vietnam People's Army.
2. Functions
To advise and propose to the Party Committee and the Academy’s Board of Pressidents on leading, directing, managing and organizing the implementation of military science work. Directly researching, participating in postgraduate training, editing and publishing Vietnam Military Art Magazine, editing military science information for training and other tasks.
3. Missions
- To manage the scientific activities of the Academy, actively researching, proposing and making recommendation to the Party Committee, the Academy's Board of Presidents on the guidelines, directions, contents, scientific work plans and practical organization.
- To organize and conduct scientific conferences and seminars , under the direction of the Board of Presidents, the Academy's Scientific Council. Guiding, monitoring, examining and evaluating the results of the implementation of the contents, programs and plans of the Academy's scientific research work both regularly and irregularly;
- To study the theory and practice of military art in the war to defend the Fatherland, build the all-people national defense, and build the people's armed forces. To provide forecasts and scientific basis for the Party and State to plan guidelines, directions and contents for building the revolutionary, regular, elite, step-by-step modern Vietnamese People's Army in which some forces advance straight to modernity;
- Editing and publishing Vietnam Military Art Magazine. Organizing military science information activities for leadership, training and scientific research;
- Strictly managing official documents, facilities, equipment, practising thrift; to well implement the system of rules and regulations for preliminary and final reviews, regulations on budget estimates, payment and settlement;
- To thoroughly grasp and strictly implement the directives, plans of party, political work, logistics - technical work, training - training of the Academy. Building and developing the scientific resources of the Academy, successfully completing all assigned tasks; to build a strong and wholesome Academy of Science's Party Committee.
